Our Mission
The SPCA believes that every living creature has intrinsic value, and they are sentient beings.
Our primary and motivating concern is the prevention of cruelty to all living creatures and the promotion of the humane treatment and good animal husbandy of animals though Education and Law Enforcement.
Our dedicated team of Inspectors will go to any lengths to protect the innocent.
Our SPCA Inspectors are commitment to protecting all animals, we are their voice.
Empathy and compassion for animals is an Inspectors strongest quality.
SPCA Inspectors are on the frontline in the fight against animal cruelty. It is mentally and physically very demanding. Daily they come up against challenges and difficult situations. Where education fails SPCA Inspectors must be prepared to enforce the ANIMALS PROTECTION ACT and ensure the abuser is held accountable for their actions.
The function of a SPCA Inspector is broad-based, requiring commitment, the ability to be objective and the willingness to learn. SPCA Inspectors regularly attend courses to ensure they are kept up to date with the various Laws which are in place to protect all animals.
The SPCA Inspector has a key role in animal welfare, and carries out a variety of functions :
- Educating children on compassion for animals,
- Educating the community on how to correctly treat animals and care for animals. Good understanding and animal husbandry is the key to preventing animals being abused.
- Inspectors carry out inspection circuses, livestock saleyards, auctions, zoos, petting farm, stable yards, abattoirs, pet shops, grooming parlours, and all places where an animal may be found.
- SPCA Inspectors are always ready to jump into action to rescue animals who may find themselves in situations where humans assistance is required
- SPCA Inspectors are trained and qualified to investigate animal cruelty Blatant or deliberate acts of animal cruelty are dealt with according to the Country’s Laws.
If the perpetrator is found guilty, they can be imprisoned, given a hefty fine and denied ever owning an animal again.
- SPCA inspectors are on duty 24 hours a day 365 days a year should animals need our help and assistance.
Investigating animal cruelty complaints
SPCA Inspectors investigate hundreds of alleged animal cruelty complaints every year.
The Animals Protection Act No.71 of 1962 empowers SPCA Inspectors to obtain warrants where necessary to confiscate animals and to initiate legal action against abusive and neglectful owners.
If found guilty, the perpetrator could face up to 3 years imprisonment and/or a fine of R60 000.

ANIMALS HAVE RIGHTS
The SPCA believes that an animal’s well-being should be considered in terms of the Five Freedoms which form a logical and comprehensive framework for the assessment of animal welfare:
- Freedom from hunger and thirst – by ready access to fresh water and a diet to maintain full health and vigour.
- Freedom from discomfort – by providing an appropriate environment including shelter and a comfortable resting area.
- Freedom from pain, injury, or disease – by prevention, rapid diagnosis, and treatment.
- Freedom to express normal behaviour – by providing sufficient space, proper facilities, and company of the animal’s own kind; and
- Freedom from fear and distress – by ensuring conditions and treatment which avoid mental suffering
Prevention is better than cure
Proactive inspections are an important part of any SPCA Inspectors daily duties. Wherever animals are found, that is where a SPCA Inspector will be found ensuring the highest standard of animal care is being provided.
Rescue
Very often an animals inquisitive nature gets them in to situations where human intervention is required to help them. SPCA Inspectors are on duty 24 hours a day 365 days a year to help any animal in need of help.
Education
We strongly believe that the best tool to ensure a brighter future for our children and the environment is Education. Education empowers people.
Our Inspectors give talks on how to care for your pet and animal welfare at schools, colleges, any place where people want to learn more about animals and the SPCA movement.
There are no bad pets only bad owners.
SPCA Inspector’s Mandate
The SPCA enforces the Animals Protection Act. This Act authorises SPCA Inspectors to enforce the Act and action can be taken, including “seizure” of animals with a warrant, in situations when cruelty, abuse or neglect have deliberately taken place.
There are situations that may appear as though the SPCA must get involved, but aren’t within our mandate. Our mandate is to prevent cruelty. Our Inspectors must place their focus on cases where the Animals Protection Act is being contravened.
SPCA Inspectors do NOT have authority to investigate Municipal Animal By-Laws complaints.
Barking/nuisance dogs/Animals are contraventions of the Municipal Animal By-Laws which are enfored by the Municipality or JMPD.

Stray Animals
The local Municipality is responsible for complaints regarding stray animals, which includes animals in the street, animals causing a nuisance or animals attacking people & other animals. Please contact your local Municipality for assistance in this matter.
Dead Animals
The Municipality is responsible for the collection of dead animals. Please contact your local Municipality for assistance in this matter.
